The National document of AI was notified by the Supreme Council of the Cultural Revolution to the relevant institutions for implementation. In this document, it is predicted that Iran will be among the top 10 artificial intelligence countries in the world in 1412 AH.
According to Iran digital economy annotation, the national document of AI was approved by the Supreme Council of the Cultural Revolution on June 18, 2024, and has now been notified to the relevant institutions for implementation.
According to this document and what is given in its introduction: “One of the most important branches of modern Islamic civilization is monotheism and the establishment of justice and comprehensive security based on Islamic thought and worldview, which determines and influences the path and directions of modern technologies in general and artificial intelligence in particular.
In order to achieve the characteristics of modern Islamic civilization based on knowledge and fundamental sciences, AI, which acts in terms of functionality and behavior similar to some capacities of human intelligence, is considered an important possibility and a change in the ecosystem of life based on intelligent Islamic governance.”
The vision and goals of the national document of AI
In this document, it is predicted that the Islamic Republic of Iran in the horizon of 1412 AH with the aim of establishing the components of the modern Islamic civilization by enjoying an advanced and innovative artificial intelligence ecosystem based on Islamic principles and values, relying on national capabilities and capabilities and making intelligent use of global interactions between There are 10 leading artificial intelligence countries in the world, and by using this technology, it makes the most progress in governance, macro issues of the country, wealth creation, providing health, welfare, security, and people’s comfort.
7 major goals in this document have been determined in order to realize the vision and use artificial intelligence as an effective ecosystem in all fields.
Development and education of human capital with emphasis on legal infrastructure and intellectual property, national information and big data network infrastructure, continuous growth and leap of intellectual, scientific and technological productions and becoming the center of artificial intelligence research in the Southwest Asia region, promotion of innovation based on novel technologies or High economic and social effectiveness, promoting the economic competitiveness of the country by using artificial intelligence in the domestic and global market.
And achieving leap growth in the economy of artificial intelligence, playing an active role in international educational, scientific, technological, economic interactions and cooperation with the priority of aligned countries in In line with the national interests and the Islamic world and the promotion of governance by benefiting from the capabilities of artificial intelligence in the country’s major issues with an emphasis on improving social justice are among the goals of this document.
Duties of the National Organization of AI
This document is 10 years old, but the optimal values of the macro evaluation indicators of this document are set for a 5-year period and according to it, by 2028, the volume of short-term skill training courses for the use of artificial intelligence should be 50 thousand people, the share of capable people to use tools based on artificial intelligence in order to use it in their field of work will reach 50% of the total number of professionals.
the country’s rank from the perspective of the H index of scientific publications in the field of artificial intelligence will increase from 23 to 15, the number of scientific societies in the field of artificial intelligence and related interdisciplinary from 14% to 20% increase, the number of approved knowledge-based products/services of artificial intelligence will reach from 363 to 2 thousand, the number of large companies active in the field of artificial intelligence will increase from less than 5 to 10 companies.
The number of Iranian internet platforms and services benefiting from artificial intelligence with more than 200 million users to reach 3, the number of smart cities and the number of Iranian internet platforms and services benefiting from artificial intelligence with at least 20 million users should increase from 17 to 40.
The National Organization of Artificial Intelligence is also obliged to compile the certificate of macro-evaluation indicators of the document as well as the available and desirable values of macro-evaluation indicators without value within six months and submit it to the approval of the National Artificial Intelligence Steering Council.
The organization must also evaluate the degree of implementation of the document and submit an annual report of this evaluation to the Science, Technology and Innovation Headquarters of the Supreme Council of Cultural Revolution after the approval of the National Steering Council of Artificial Intelligence.
National strategies and measures
As the Cultural Revolution Council has determined in this document, measures must be taken to advance the goals of the document. According to Article 5 of this document, technical, legal, regulatory and standards infrastructures should be created and improved.
The focus of this department is on developing the data governance system and developing the necessary legal bills, developing standards related to ownership, production, storage, exchange and sharing of data, amending the necessary laws in the field of intellectual property of artificial intelligence-based products, creating real and virtual environments for regulatory testing and Compilation and monitoring of the indigenous composite index of artificial intelligence to determine the country’s global position.
In this section, it is also emphasized on the promotion of international interactions and networking in the field of artificial intelligence.
Relevant organizations should start joint cooperation with the target countries in order to transfer technology and trade products and services. To become a member of relevant regional and international scientific assemblies and to have an active participation, to interact with other countries in designing, compiling and implementing specialized and skill training programs in the field of artificial intelligence and cooperation agreements between different countries in the fields related to governance, ownership and sharing.
The mechanism of enforcement of the document
As specified in this document, the Supreme Council of Cultural Revolution is responsible for policymaking, coordination and overall supervision of the implementation of the document. The Science, Technology and Innovation Headquarters of the Supreme Council of Cultural Revolution undertakes the task of monitoring the implementation of the document.
The National Steering Council of Artificial Intelligence with the presence of the President, the Vice President of Science and Technology, the Ministries of Communications, Science, Security, Cooperation and Work, Defense, Culture, the Secretary of the Supreme Council of Cyber Space, the Secretary of the Supreme Council of Cultural Revolution, the Chief of Staff of the Armed Forces, the head of the organization Administrative and employment, the head of the management center of seminaries and… is formed.
The National Artificial Intelligence Organization is established as an independent organization under the supervision of the President. It is responsible for the organization and development of the country’s artificial intelligence ecosystem and the affairs of the secretariat of the National Artificial Intelligence Steering Council.
The government is obliged to provide the necessary budgets for the National Artificial Intelligence Organization in accordance with the goals and indicators of this document in the form of an independent row for this organization in the annual budget bills.
The executive bodies responsible for the implementation of this document should also plan in such a way that the national measures mentioned in this document are placed in their annual priority and the usual resources and capacities of the bodies are optimally directed towards the realization of the goals and actions of the document.
