Despite a $25 million increase in revenue, the profit of the Infrastructure Communications Company in the fiscal year 2023 was $14,167 less than the profit in 2022. This comes despite the increase in internet tariffs provided to operators from January last year, but rising costs, such as employee expenses, have reduced the company’s profit.
According to Iran digital economy annotation, the financial statements of the Infrastructure Communications Company for the fiscal year ending March 19, 2024, show that 70% of the company’s revenue is provided by two mobile operators in the country. Additionally, the foreign purchase of internet bandwidth capacity has seen significant growth over the past year, now reaching 11,400 gigabits per second.
Increase in Revenue from Bandwidth Sales
The total revenue of the Infrastructure Communications Company from providing bandwidth services last year amounted to approximately $96.7 million, showing a 27% increase compared to 1401. This growth in revenue is due to the increase in traffic tariffs in May 2024, with retroactive payments required from December 2023, which fixed and mobile internet operators must pay.
This revenue includes providing internet bandwidth for about $51.7 million and providing cloud transmission bandwidth for around $31.7 million. Additionally, international capacity transit added $7.5 million to the revenue of the Infrastructure Communications Company.
Operating Revenue
Over 70% of the revenue for the Infrastructure Communications Company is provided by two mobile operators in the country. Hamrahe Aval contributes more than 41% with approximately $43.3 million, and Irancell contributes about 29% with approximately $30 million. Asiatech, the third-largest revenue contributor for the Infrastructure Company, paid around $8.3 million during the last fiscal year. The share of other companies in the Infrastructure Company’s revenue is less than 3% each.
Purification of Revenue Decreased Infrastructure’s Income
The report states that due to the policies of the Supreme Council of the Cultural Revolution and the Supreme Council of Cyberspace, access to certain foreign hostile messaging apps, which had relatively high traffic, was cut off to develop, reform, and purify cyberspace. As a result, internet consumption decreased, and the traffic for domestic messaging apps increased, supported by the measures of this company and the Ministry of Communications with comprehensive backing for domestic messaging platforms.
Increase in Foreign Bandwidth Purchases
Foreign bandwidth capacity purchases have increased compared to last year, and the country’s internet bandwidth capacity has now reached 11.4 terabits per second. The report claims this increase is due to changes in consumer behavior, greater internet usage, increased demand for services, and the growth of businesses through cyberspace.

Surge in Hiring of Permanent Employees
One of the notable points in this report is the significant increase in the number of permanent employees during the 13th government, especially last year. In 2022, the total number of employees at the Infrastructure Communications Company was 6,497, of which 1,317 were permanent. By 2023, the total number of employees at the company had increased to 6,920, with the number of permanent employees rising to 1,925 in just one year.
A significant portion of this company’s human resources consists of service staff, which totaled 4,635 employees last year. In explaining the human resources situation over the past two years, reference is made to the directive on the conversion of the status of veterans. Under this law, various agencies were assigned responsibilities for officially employing veterans. As a result, in 2022, 738 employees and in 2023, 244 employees were converted from contractual to permanent status.
