Although according to the recent resolution of the International Telecommunication Union, deactivating Starlink terminals in Iran is a necessary step to ensure fair competition in providing internet services; But this union does not have the power to impose sanctions or punishments due to non-compliance and relies on diplomatic channels and mutual interests of the member states
According to the IDEA, In recent days and simultaneously with the announcement of the Minister of Communications and Information Technology that the “Radio Regulatory Board of the International Telecommunication Union” (RRB) required SpaceX to comply with Iran’s laws and regulations in providing its satellite internet services, international regulators from the United States and Norway They wanted to take immediate measures to deactivate the Starlink terminals operating inside Iran.
Isa Zarepour said on the sidelines of the government meeting on Wednesday (November 1st): We have announced several times in the past that we welcome the activity of any operator and platform that accepts our territorial rules, and this includes SpaceX, which provides satellite internet Starlink.
Referring to the recent approval of the World Radio Regulations Board regarding the activity of satellite internet operators, he added: After holding four meetings at different intervals in the 94th Radio Regulations Board, this board decided that the companies providing satellite internet services are obliged to comply with Iran’s territorial rules and therefore Basically, if this company wants to provide services in Iran, it must negotiate with the Iranian Regulatory Organization.
While news sources report the activation of between 1000 and 1,500 Starlink satellites in Iran, the Radio Regulations Association of the International Telecommunication Union emphasized that deactivating Starlink terminals in Iran is a necessary step to ensure fair competition in providing internet services, and Starlink is acting against this. Regulations have gained an unfair advantage over other service providers in Iran.
However, it should be noted that the International Telecommunication Union is only one of the specialized agencies of the United Nations, which is responsible for the field of information and communication technology. It operates under the motto of improving access to information and communication technology for disadvantaged communities around the world, and the Radio Regulations Association says it ensures the fair, efficient and economic use of the global radio frequency spectrum.
This association has the power to decide on the allocation of frequencies and satellite circuits and to ensure that these resources are used responsibly and do not cause harmful interference. The Radio Regulations, as an international treaty, obliges member states to adhere to its provisions; But it has limited enforcement mechanisms and its implementation depends on the cooperation of member states.
As a result, the International Telecommunication Union does not have the power to sanction or punish companies for not adhering to the rules, and relies on diplomatic channels and mutual interests of member countries for subsequent actions.
Amir Lajevardi, the head of the Radio Communications Regulatory Organization, told citna regarding the possibility of deactivating the Starlink terminals in Iran according to the request of the World Telecommunication Union: I must say that we do not want the service to be interrupted, but we are looking to increase the number of terminals; But in any case, they also have to respect the territorial frameworks.
