According to the Iran digital economy annotation, Mojtaba Tavangar said at the 24th International Exhibition of Telecommunications, Information Technology and Digital Economy (Telecomp): Digital economy means the change and evolution of economic processes through digital technologies; In the fourth industrial revolution, with the advancement of technology, communication, e-commerce, the expansion of online communication and data exchange, the digital economy has been institutionalized as a new dimension in the global economy.
He continued: The growth and evolution of the digital economy will be realized with new digital technologies and these technologies are the main driving force in the growth process of the digital economy. The widespread use of artificial intelligence, Internet of Things, data mining, cloud technologies, cryptocurrency, blockchain, quantum, virtual reality or augmented reality, robotics and other new technologies play an enabling role in the structure of the ecosystem of the digital economy.
These technologies increase efficiency, innovation and creativity in improving economic mechanisms and improve efficiency and economic growth. It is necessary to use new technologies and innovation in all layers of the digital economy.

Tavangar considered one of the serious demands in the discussions of the digital economy to be the elimination of internet disruptions and the provision of quality internet to the people and said: Accordingly, the plan of fiber optics for homes and businesses with the approval of the parliament and the formation of a fund for it, is an important step of the Ministry of Communications and Information Technology. It is considered that it will definitely have a significant impact on improving the quality of the fixed communication network and even the mobile communication network.
The Chairman of the Parliament’s Digital Economy Committee stated: According to the information we have received from the Parliament’s Digital Economy Committee, nine operators have been working in this plan so far. At present, these operators have started the fiber laying movement in about 160 cities, and about 3,300 kilometers of digging and channeling and about 2,700 kilometers of fiber laying have been done, and services have also started in 105 cities.
For example, in recent days, all 37 cities of Golestan province were covered by fiber optic services with speeds of several hundred megabits. The noteworthy point is that this statistic is apart from the recent activities and actions of Iran Telecommunication Company.

If in Golestan province or recently in Kerman city, it was possible to carry out a large amount of drilling operations in a short time, it was because the local authorities of these provinces had 100% support with this national project and instead of looking for short-term benefits and charge a lot for drilling fees; With a long-term view, they will provide the necessary infrastructure to make services smarter and meet people’s needs for several decades. Tehran Municipality has recently started a worthy cooperation with this big project.
He added: Now that the Ministry of Communications provides fiber optic infrastructure close to homes and businesses, this ministry and the entire government should help motivate and demand people to use this possibility. The Ministry of Communications has considered a subsidy of 2 million tomans, which will practically reduce the cost of setting up for the people. Tavanir company should also make it possible to connect the wiring to the buildings through the light pole instead of on the wall.
Limits for the fiber optic network are less than the mobile network

He also stated: The lack of investment in fixed broadband from the past 10 years to today, which is changing with the approval of the parliament on optical fiber, is contrary to international experiences and the country’s needs, and the majority of traffic in the country is on mobile phones, and this ratio is the opposite in developing countries. Stating that in the digital economy, data is considered as a valuable asset that also plays an important role in the ecosystem, Tavangar added: Data governance includes laws and standards and data management methods to ensure data privacy and security.
Therefore, if we want the domestic audience to use all these infrastructures, including hardware dimensions such as optical fiber or applications that are being formed in the country, we need the glory of citizens’ trust in the use of domestic software and applications and the approval of the Personal Data Protection Law.
The government should submit the bill for the protection and protection of personal data to the parliament as soon as possible

Stating that data and information is the capital that causes the growth and prosperity of the digital economy, Tavanger said: the necessary condition is people’s trust and respect for personal data and information. We need to legislate for privacy in cyberspace. This important matter, which is the basis of people’s participation in the digital economy, should not be neglected.

The representative of Tehran stated: the situation of communication and information infrastructure is not good; The lack of currency allocation on the one hand and the decrease in the income of operators and even the infrastructure on the other hand have hindered the necessary and timely investment for various reasons; In 2015, we invested one billion dollars in this industry, which is not enough for the purposes of the digital economy. Since the same year, this number has not exceeded 500 million dollars, and today it has reached less than 300 million dollars.
Internet tariffs become reasonable
He added: Since the beginning of its establishment, the telecommunications sector has stood on its own feet and participated in the development with the participation of the people, both by making a deposit to receive a telephone or mobile line and by paying the tariff. The suspension of tariffs since 2015 means a decrease in cash flow and a decrease in profit, and as a result, a decrease in investment.
Tavangar said that one of the obstacles to the growth of the telecom industry and the lack of motivation to invest in this industry is the disproportion of tariffs and mandated tariffs and explained: Internet tariffs have not changed since 2016, while the cost of operators has increased several times in these six years.
It has been increased 10 times, for this reason, the operators, especially the mobile operators, are basically unable to invest in the development of infrastructure, and the smoke of this issue has reached the eyes of the entire digital economy of the country, so the tariffs should be rationalized as soon as possible.
