Iran’s Fixed Broadband Subscribers Decrease in Q1 2023
According to IDEA, The report for the spring season in 1402 (2023), released by the Radio Regulatory Authority, reveals that in the first quarter of the year, the number of fixed broadband subscribers not only failed to increase but also experienced a 0.27% decrease compared to the same period last year.
Although this report was initially published in August, it was removed from the authority’s website shortly after. After a delay, the Q1 1402 (2023) regulatory report has now been released.
According to the report, the number of fixed broadband subscribers reached 11.5 million this spring, with 30,000 fewer subscribers than in the same period last year. This decrease has led to a fixed broadband penetration rate of 12.9% by the end of spring.
The xDSL technology dominates the market with approximately 76%, followed by TD-LTE with an 18% share.
Conversely, mobile broadband subscribers increased by 8.16% from last spring to this year, reaching 105.8 million subscribers. The penetration rate for this sector also grew to 124%.
Most Fixed Internet Subscribers in the 2-10 Mbps Range
The majority of fixed internet subscribers are in the 2-10 Mbps speed range, comprising 42% of all fixed subscribers.
Within the realm of fixed internet subscriptions, the 2-10 Mbps speed range has attracted the largest number of subscribers. A total of 4.639 million subscribers, equivalent to 42% of all fixed internet users, are within this speed range.
Furthermore, 771,000 subscribers receive speeds ranging from 256 Kbps to 2 Mbps.
Iran’s Mobile Telecommunications Landscape: 5G Still Absent
The latest report on Iran’s telecommunications sector reveals that 5G technology is yet to make its mark, while Hamrah-e-Avval leads the mobile market with a 53% share.
The Iranian telecommunications sector report showcases the absence of 5G technology. Hamrah-e-Avval currently dominates the mobile market with a 53% share, while Irancell holds 42.66% of the market, and Rightel lags behind with just 3.69% of the market.
Within the realm of mobile broadband, operator market shares mirror these proportions.
As for internet usage, 8% of mobile internet users opt for 3G technology, with the remaining 92% favoring 4G. Hamrah-e-Avval boasts the broadest population coverage for both 3G and 4G at 85% and 81%, respectively. The regulator has yet to release figures on 5G users, indicating the limited adoption of this technology.
Moreover, the report reveals that 67% of the market’s voice communication belongs to Hamrah-e-Avval, 31% to Irancell, and 2% to Rightel. On average, users make 185 minutes of calls per month, amounting to a total of around 81 billion and 925 million minutes of mobile calls.
When it comes to SMS, Hamrah-e-Avval captures 82% of the market, while Irancell and Rightel hold 15% and 3%, respectively. Users send an average of 262 SMS per month, contributing to a total of 116 billion SMS messages in the spring of 1402.
The report also examines network quality indicators, with Hamrah-e-Avval delivering the highest data transfer rates in the 3G sector and Rightel leading in the 4G sector. Notably, Rightel registers the highest disconnection rate for both 3G and 4G data services. Additionally, Rightel records lower successful 4G connections compared to the other two operators.
Decline Persists in Fixed-Line Telephony as Mobile Subscribers Increase
As expected, the number of fixed-line telephone subscribers continues to decrease, with a 1.07% drop in penetration to 34.27%. During this period, fixed-line subscribers declined by 0.33%.

Public telephones are also gradually being phased out. Within this timeframe, 19% of public telephones and 25% of roadside public telephones have been removed. In contrast, mobile phone subscribers have increased from 141 million to 147 million, marking a 4.43% growth.
