According to the IDEA, during the past years, the drivers of internet taxis and other sharing economy platforms were facing insurance problems. Currently, the seventh development bill has been approved, according to which the drivers of internet taxis and other transportation platforms can self-insure themselves.
This clause has been proposed in the 7th Development Plan Bill, in which there is no prohibition to use self-employed insurance as an optional insurance for internet taxi drivers. It seems that this clause of the 7th Development Plan bill fully specified that internet platforms and platforms are not responsible for their drivers’ insurance.
Mohammadreza Sabaghian Bafghi, a member of the parliament, said in opposition to this clause: Now this question is being asked of the government representative that in the current situation, the mentioned drivers cannot be covered by insurance and does this law not exist? How will this resolution be different from the current situation?
Self-employed insurance is one of the types of insurance provided by the Social Security Organization. Individuals covered by this insurance pay an amount as an insurance premium without requiring the presence of an employer. In simpler terms, people insure themselves by choosing optional self-employed insurance and paying a monthly premium. It means that a person is both an employer and a worker.
Many people who work remotely or virtually or own their own business can use optional self-employment or self-employment insurance to build a work history and take advantage of Social Security benefits. Even people who are working in a place without insurance can benefit from the benefits of self-employed insurance by paying insurance premiums.

The head of the Program and Budget Organization as a representative of the government stated: These drivers are a group of workers who operate on virtual platforms like Snapp and Tapsi and do not have the possibility of insurance coverage, at least 300 thousand people are facing this problem, so we The format of this resolution allows them to be covered by insurance as self-employed.
Therefore, based on amendment clause (c) of Article 29 of this bill; Cargo and passenger transport service providers who are engaged in activities through virtual platforms and do not have pension insurance, are allowed to insure themselves with the social security organization.
The executive regulations of this paragraph will be prepared at the proposal of the Ministry of Cooperation, Labor and Social Welfare within three months after the entry into force of this law and will be approved by the Council of Ministers.
