The fiber optic amendment has been added to the implementation licenses of the operators, and they received this amendment from the Minister of Communications and Information Technology in a ceremony.
According to the Public Relations and Information Office of the Ministry of Communications and Information Technology, during the last session of the Fiber Optic Project for Homes and Businesses under the 13th government, the “Agreement Granting Ceremony to the Operators of the Fiber Optic Project for Homes and Businesses for Achieving 2 Million Connections in 2024” was held. The ceremony was presided over by Isa Zarepour, the Minister of Communications and Information Technology, along with the operators’ managers.
The Minister of Communications stated that one of the most important projects of the Ministry in the 13th government was the fiber optic project for homes and businesses. He noted that this project was developed after consulting with the large family of communications, especially the operators present at the meeting.
Referring to the historical lag in the country’s fixed communications sector, Zarepour said: “According to international dashboards, we have been among the last countries in fixed communications over the past 10-15 years. However, with the completion of the fiber optic project for homes and businesses and the implementation of the program law in this field, we hope to join the leading countries.”
He added: “Despite all the challenges, we started the difficult path of this project with full awareness. This major task required setting up a large workshop that involved building trust at various levels, including private sector, managers, and government officials, as well as developing laws and regulations, institutionalizing, securing financial resources, and aligning other agencies.”
The Minister highlighted some of the efforts made to develop laws and align executive bodies and managers, stating: “For the approval of fiber optic laws in the 7th Development Plan, we visited the Parliament, the Guardian Council, and the High Supervisory Council of the Expediency Discernment Council more than 20 times to create the necessary cooperation for the smooth implementation of this project. Ultimately, with the collaboration of these institutions, laws were approved that require the creation of 4 million ‘connections’ annually, and by the end of the 7th Development Plan, 20 million ‘connections’ to fiber optics. The requirements for these 4 million connections are also outlined in the law.”
He added: “Therefore, if the 7th Development Plan laws are well implemented and 20 million connections are achieved, past shortcomings will be addressed, and our country can rank among the top 20 countries in international dashboards in terms of speed and quality of communications.”
Zarepour emphasized the significance of the ceremony, stating: “Today is a historic day. With the granting of this amendment and surpassing the target of providing fiber optic ‘coverage’ for homes and businesses, the starting whistle for the ‘connection’ race to fiber optics has been blown. By the end of the year, we will witness 2 million more connections in this project, bringing the total number of subscribers to 2.6 million households.”
He added: “This project could generate social capital for the next government; thus, it is assured that the 14th government will pursue it with determination. If this project continues at the current pace, the target of 20 million coverage will also be achieved within a year.”
At the beginning of the session, Amir Lajevardi, Head of the Regulatory Authority for Radio Communications, provided a report on the status of the Fiber Optic Project for Homes and Businesses.
Lajevardi, in part of his report, referred to the Ministry of Communications’ plan after the “Coverage Revolution” phase and the beginning of the “Connection Revolution” phase. He stated: “To verify the connected points by the project operators, actions have been put in place so that from September 1 onwards, there should no longer be any green points on the iranfttx.ir system that cannot be connected or provide services to users.”
Following this, the managers of the operators in charge of the fiber optic project for homes and businesses also provided a report on the project’s progress, acknowledging the Minister of Communications’ role in laying the foundation for this significant infrastructure project, and emphasized that without the Ministry’s commitment, this large project would never have reached completion.
At the end of the session, the managers of the operators in charge of the fiber optic project for homes and businesses received their license amendments for achieving 2 million connections in 2024 from the Minister of Communications.
