Amin Kolahdouzan, head of the e-commerce Development Center, believes that self-regulation in the cryptocurrency market is a forward movement and has progressed well, but in contrast, the self-regulation of regulators has not been realized in the digital economy macro-discussion. The CEO of Shaparak also believes that regulators can play a good role in writing regulations.
According to Iran digital economy annotation, Amirhossein Shabiri, the CEO of Shaparak, spoke about the digital economy at the Inotex event and considered the role of regulators as the executive arm in regulatory writing. Shaparak’s CEO said about the role of this regulator in the implementation of laws: “Certainly, based on the explicit text of the law, the regulator of the payment industry is the Central Bank, and no regulator can claim that it is the regulator of the payment industry.” Shaparak can play a role as an executive arm in writing regulations and developing services, etc. Due to the nature and the way the executive arm works, it cannot be said that the regulator is only commandable, nor can the regulator act independently. For example, issuing licenses in the payment industry is done by the central bank. Closing and canceling ports also has regulations that we must follow based on upstream and central bank requirements. In general, the role of Shaparak becomes special with the central bank. From this point of view, we are far from self-regulation in this field, and of course we have to outsource some issues in Shaparak as well.
Shabiri stated: What should be looked at in Shaparak regarding a good regulator has two main wings. The first case is supervision and regulation, and the other is the development wing to keep up with technology. If there is a weight between these two opinions, that opinion will not be formed. Maybe we need to strengthen the wing of development and innovation, and being in Inotex is one of those approaches to change.
Self-regulation has been observed in the field of cryptocurrencies
Amin Kolahdouzan, head of the e-commerce development center, who was present at the meeting, said about self-regulation in the cryptocurrency market: “The issue of cryptocurrency is not just a business issue, and various institutions and issues are involved.” The special working group for cryptocurrencies has been formed with the presence of various institutions, of which the Central Bank and the Development Center are its main members, and the National Center for Virtual Space is also present among other institutions.
I can say that very good progress has been made in the development of cryptocurrencies, and until the approved results are communicated and agreed upon, the announcement may inflame the atmosphere. But if it is announced, the activists of this area can act stronger.
Fortunately, self-regulation and maximum participation of organizations in the field of cryptocurrency has been fully observed and is considered a forward movement. The good news is that it is possible to see the output of this working group in the first half of this year, and this output is completely different from the type of view that has been seen so far in the field of regulation.
Kolahdouzan, in response to what the development center has thought out for the problems of lendtechs, said: Lendtechs are also a detailed discussion that was raised in the digital economy working group and the e-commerce development center and is being discussed by the central bank. The issue of financial assistance is within the scope of the Central Bank and a circular has been issued recently, but what is being discussed in our opinion is not respecting the views of the private sector in this circular. Fortunately, good interactions between us and the government have recently been established in this case and we are following up on this matter.
He added: “In the field of lendtechs, we cannot gather all the sectors in one field.” Where there are no official associations and organizations and the members of that ecosystem do not have enough effort, it will actually lead to some events. Some of them have gone beyond their usual limits and this cannot be justified.
