It has been about three years since the influencer taxation law was approved, but after this period, many bloggers and influencers do not agree to pay taxes. This is due to the fact that in the budget of 2024, the tax model of influencers has been changed and the government and parliament have tried to tax any income by defining a business account
According to Iran digital economy annotation, according to the budget bill of 2024, out of the total resources of 2,246 billion tomans, the share of tax is 1,222 billion tomans equal to 45% of the total budget. This figure increased by 9% compared to last year. With the implementation of Moadian system from January of this year, many businesses were required to register their purchases and sales in the system so that their taxes would be calculated. But it seems that after 3 years, bloggers and influencers still resist paying taxes and don’t want to pay taxes.
It has been announced many times, the income of influencers who have more than 500 thousand followers will be investigated. In this regard, 551 users and virtual activists with more than 500 thousand followers were identified and were subject to income tax. According to the announcement of the spokesperson of the Tax Affairs Organization, about 17 billion Tomans of tax has been assessed for the number of 123 identified influencers, and 23 of the influencers have accepted this tax.
In this regard, the head of the tax organization said that a person who deposits more than 10 billion tomans in an account in a year, if he brings documents and the source of income is specified, he will not be taxed, but according to the law, he may still be taxed.
According to the statistics of some influencers in the virtual space, some of them have very high incomes, but they do not want to pay taxes or generally deny their high incomes. In this situation, it is not yet clear how many influencers have agreed to pay taxes, and on the other hand, why such an issue was not discussed in the budget law of 2024.
Earlier this summer, according to the Minister of Economic Affairs and Finance, a total of 550 social media users were identified with large advertising incomes, of which only 123 people had about 2300 billion tomans of income deposited into their bank accounts, and this is definitely under investigation by the government.
This is in a situation where the spokesperson of the tax organization said that because the income of these people is considered as advertising income, among 123 influencers and bloggers, with a turnover of 2,300 billion tomans, after deducting expenses and in order to determine income , about 45% of the activity profit ratio will be considered.
The transparency is cloudy
One of the issues that is significant in the discussion of taxation of influencers is the lack of transparency in receiving taxes. In this regard, the spokesperson of the Tax Affairs Organization said about the way to identify celebrities that there are different algorithms and formulas for identification that are supposed to help the organization to identify them. In fact, it is not just a formula and includes various information that is sometimes obtained through FATA police. On the other hand, the owners of the pages are identified and their names are extracted, after that the names will be matched with the national code and their bank accounts will be checked.
But it seems that despite all these cases, not only influencers hide their income for taxation, but also the government has not followed up more to collect taxes this year.
On the other hand, by limiting the commercial use of non-commercial accounts in the budget bill of 1403 and also determining the income tax rate of natural persons, it seems that the government intends to remove the word influencer from the budget law, and try to tax the income of a part of the people whose activities are under the government’s eyes. also receive hidden. According to the budget bill of 2024, the income of individuals up to 14 million and 400 thousand tomans is exempt from tax. Above this amount, the tax on the income of individuals will be increased in a stepwise manner.
